Vincent Named To Head NTIA’s Institute For Telecommunication Sciences In Boulder
Nancy J. Victory, Assistant Secretary for Communications and Information, has appointed Al Vincent as Associate Administrator for Telecommunication Sciences and Director of the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) in Boulder, Colo. In this capacity, Mr. Vincent will serve as Victory’s principal advisor on telecommunication sciences.
“Al Vincent has a wealth of knowledge in science and engineering, and a broad background in telecommunications and information technology,” Victory said. “He is well-equipped to lead NTIA/ITS into the future.”
From 1998 to 2001, Mr. Vincent was with the TeleManagement Forum (TM Forum), a non-profit global organization that works to improve the management and operation of information and communications services. At TM Forum, Mr. Vincent served as Director, Business and Systems Technology, and Technology Integration Director.
Previously, Mr. Vincent was a Project Manager and Computing Architect at Qwest Communications in Denver, Colo. from 1991 to 1998. Mr. Vincent also is an adjunct faculty member at the University of Denver where he has taught graduate courses in software development and telecommunications.
Mr. Vincent is the author of three patents in telecommunications and was awarded a 1999 Computerworld/Smithsonian Innovation Award in Information Technology. He holds a BS degree in Mathematics and an MS degree in Rational Mechanics, both from Rensselaer Polytechnic Institute.
NTIA/ITS performs state-of-the-art telecommunications research to support NTIA and Commerce Department goals, and conducts specific research under reimbursable agreements with other federal agencies and under cooperative research agreements with private sector partners. NTIA serves as the principal adviser to the Executive Branch on domestic and international telecommunications and information policy issues.
