College Webcasters Say Bill to Change Royalty Process Is Lacking
The bill, HR 1417, was proposed by Rep. Lamar Smith, a Texas Republican. Among other things, it would assign all royalty disputes to a single permanent judge, rather than creating a new three-member arbitration panel every time a dispute arises.
