Paige Appoints Terri Shaw to Lead Federal Student Aid Office

U.S. Secretary of Education Rod Paige today announced the appointment of Theresa S. Shaw as chief operating officer (COO) of the department’s Office of Federal Student Aid (FSA).

“Terri brings a wealth of experiencein information technology management to the Department,” Paige said. “Her expertise in this area will be invaluable as we continue to upgrade and integrate our student financial aid systems.”

Shaw will become the second COO for FSA, the government’s first performance-based organization (PBO). The PBO was created as part of the Higher Education Amendments of 1998 to modernize the delivery of student financial aid and improve service to the millions of students receiving aid and to thepostsecondary institutions they attend.

Shaw has more than 22 years of private industry experience, the majority while serving in a variety of executive positions with SLM Corporation (Sallie Mae). Most recently, Shaw was executive vice president and chief operating officer of eNumerate Solutions Incorporated, a start-up technology firm where she oversaw the development of the company’s first commercial software products for producing, sharing and analyzing numeric data on the Internet.

Prior to this, Shaw spent nearly two decades at Sallie Mae where she worked in virtually every aspect of the student loan business, including information technology management, servicing operations, regulatory and legislative analysis, product development and marketing.Shaw last held the position of senior vice president and chief information officer in 2000 and directed all of Sallie Mae’s information technology activities. During her tenure at Sallie Mae, Shaw oversaw the successful development and delivery of several student loan delivery and servicing systems, including Laureate®, Sallie Mae’s Internet-based student loan management and delivery system.

Shaw is a graduate of George Mason University in Virginia and currently resides in Oak Hill, Va., with her husband, Bill, and their two children.

“I believe Terri’s vast range of experience in the student loan business will be critical to accomplishing our goal of removing the student loan programs from the General Accounting Office’s high-risk list,” said Paige. “I look forward to her joining us at the Department as we work to ensure that every American has the opportunity to succeed.”

Shaw is expected to assume her new role in mid-September.
