WASHINGTON (AP) — When National Endowment for the Humanities Chairman William Ferris gets his hands on a book project, the end result typically is measured in pounds, not pages.

Yet it was while Ferris was spearheading his last major endeavor, the six-pound Encyclopedia of Southern Culture, that he had a lighter but far more expansive vision: What if every state had an encyclopedia of its culture and history and made it available on the Internet?
