Governors focus on high-tech plan
Louisiana and many of its Southern neighbors rank near the bottom nationally in an important measure of scientific research capacity, and the outgoing chairman of the Southern Governors’ Association warned Sunday that the situation must change if the South is going to be a player in the new high-tech world economy.
