FCC Chief Urged to Shift View
Powell, a Republican, appeared before the Senate Commerce, Science and Transportation Committee as part of a hearing that included top executives from three battered firms — Global Crossing Ltd., Qwest Communications International Inc. and WorldCom Inc. The companies are among those hardest hit by a powerful combination of factors including declining revenue, huge debts loads and a cascade of accounting scandals.
