  1. Posing the right questions for the study,
  2. Developing a data collection plan,
  3. Analyzing the results, and
  4. Reporting the results to the program stakeholders

Program evaluation is a professional undertaking, and is best handled by experienced professionals.

In addition, when evaluation is conducted by a third party the objectivity, and integrity of its results are more dependable.
