Though the federal law, which took effect Jan. 1, does not outlaw the transmission of electronic spam mail, it does prohibit spammers from attempting to disguise their identities through dubious return addresses or misleading subject lines and from harvesting valid eMail addresses off legitimate web sites, including online school directories.
