Asmal’s Plan a Major Retreat
Minister of Education Kader Asmal’s National Plan for Higher Education, announced this week, was exoected to make a decisive break with the past. But it is difficult to see how the minister’s national plan will lead to the inauguration of institutions of which all South Africans will feel part. For now, they will remain historically English, Afrikaner and black.
